A firm protested the Air Force's refusal to request best and final offers (BAFO) under its solicitation for equipment maintenance services, contending that the Air Force should have amended the solicitation to clarify its requirements and give it an opportunity to submit a revised proposal. GAO held that the: (1) solicitation advised bidders that award would be made on the basis of initial proposals, without discussions; (2) protester should have filed its supplemental protest within 10 working days after the basis of protest was known; and (3) supplemental protest was untimely. Accordingly, the protest was dismissed.
