A firm requested reconsideration of its dismissed protest against the Army's evaluation of its bid. GAO had held that the protester untimely filed its protest more than 10 days after it knew the basis of protest. In its request for reconsideration, the protester contended that the Army implied during discussions that it had exceeded past performance requirements and would probably score better in the technical area. GAO held that the protester: (1) should have raised its subsequent argument in its original protest; and (2) failed to present any evidence that warranted the reversal or modification of the original decision. Accordingly, the request for reconsideration was denied.
