A firm protested a Navy contractor's subcontract award for steel fabrication, contending that the awardee was not a responsive bidder. GAO held that: (1) the prime contractor reasonably determined that the awardee was a responsible contractor; (2) the protester provided no evidence of fraud or bad faith or that the contractor failed to meet definitive responsibility criteria; and (3) there was no basis to question the contractor's determination that the subcontractor was the low responsive, responsible bidder. Accordingly, the protest was dismissed.
