Two firms protested an Army solicitation cancellation for computer maintenance services, contending that the Army lacked a compelling reason to cancel the solicitation, since their bids were responsive. One of the protesters contended that it should be reimbursed for its protest costs, since the Army delayed corrective action pursuant to its protest. GAO held that: (1) the Army properly cancelled the solicitation, since the solicitation specifications overstated its minimum needs; and (2) one of the protesters was entitled to reimbursement of its protest costs, since the Army unduly delayed taking corrective action pursuant to its protest. Accordingly, the protests were denied.
