Highlights

The Financial Clerk of the Senate requested a decision whether a de minimis credit could be accepted and applied against a current year invoice in lieu of requiring a refund from a vendor. GAO held that agencies may receive a refund in the form of a credit and apply it against a current year invoice: (1) unless the refund is specifically governed by law; and (2) without adjusting the prior year accounts. Accordingly, the credit was allowed.
