A former Army Corps of Engineers employee requested a waiver of indebtedness for a travel advance he accepted pursuant to a transfer, contending that he resigned after the Army denied his request for a transfer based on a medical condition that prevented him from fulfilling his service agreement. The Army contended that the claimant did not disclose that he had a medical condition until after he was billed for the travel advance. GAO held that the claimant failed to: (1) timely make the Army aware of his medical condition or fully state the reasons for his resignation; and (2) provide any evidence that his working conditions adversely affected his health. Accordingly, waiver was denied.
