[Protests of DISA Solicitations for Satellite Communications Services]

A firm protested six Defense Information Systems Agency (DISA) solicitations for satellite communications services, contending that DISA did not follow applicable procedures for conducting procurements. GAO held that: (1) the short delivery schedule accurately reflected DISA minimum needs; and (2) since the protester could not meet the delivery schedule, it was not an interested party. Accordingly, the protest was denied in part and dismissed in part.
