A former Army member claimed a change in his beneficiary designation under the Survivor Benefit Plan, contending that his current spouse was his rightful beneficiary and his former spouse should be deleted because she violated the terms of their divorce decree. GAO held that, until a certified court order modifying the prior court order was received by the Secretary of the Army, the former spouse was the valid beneficiary. Accordingly, the claimed was denied.
