A firm requested reconsideration of a prior decision permitting the government to alternate shipping rates between shipments weighing 10,000 pounds or more and shipments weighing less than 10,000 pounds, contending that: (1) the shipping rates only applied to shipments of less than 10,000 pounds; (2) there was a difference between a service for the shipment of a commodity weighing less than 10,000 pounds and a service for the shipment of the same commodity weighing 10,000 pounds or more; and (3) provisions in transportation regulations did not permit the rate alternation. GAO held that the protester: (1) merely restated arguments from the original request for review; and (2) provided no evidence demonstrating an error in fact or law in the prior decision. Accordingly, the request for reconsideration was denied.
