[Former Spouse's Claim for Deceased Army Officer's SBP]

A former spouse of a deceased Army officer claimed an annuity under the Survivor Benefit Plan (SBP). GAO held that the: (1) claimant lost her entitlement to SBP annuity benefits when she and the decedent divorced; and (2) decedent failed to make a written election on the claimant's behalf within the specified time limitations. Accordingly, the claim was denied.
