A firm protested an Air Force solicitation for support services, contending that the Air Force should make the specifications more restrictive, since the solicitation failed to require bidders to provide proof that their proposed employees had entered into written employment agreements. GAO held that it would not consider contentions that specifications should be made more restrictive, since such actions would not be consistent with its role of ensuring full and open competition. Accordingly, the protest was dismissed.
