A Department of Agriculture (USDA) employee claimed reimbursement for real estate, travel, and transportation expenses incident to his overseas transfer, contending that he was entitled to expenses incident to his post-transfer travel to a new duty station. GAO held that the: (1) claimant's travel from a former duty station to his new duty station while en route from his overseas duty station was for the claimant's personal convenience; (2) claimant was not entitled to reimbursement for real estate expenses; and (3) claimant was entitled to a home service transfer allowance. Accordingly, the claim was allowed in part.
