A firm requested review of a General Services Administration (GSA) transportation audit of services it offered to the Department of State, contending that the shipments for which GSA asserted that it overcharged State did not fall within the tender's term of service. GAO held that: (1) GSA could not apply rates and charges specified under a particular tender to the government bill of lading (GBL) transaction, since State failed to substantially comply with the requirement that it issue a GBL statement specifying those rates and charges; and (2) higher charges for special services must be supported with an annotation of the GBL. Accordingly, the GSA audit actions were partially overruled.
