A firm requested reconsideration of its dismissed protest against the Department of Veterans Affairs' (VA) rejection of its bid. GAO had held that the protester untimely filed its protest more than 10 working days after VA denied its agency-level protest. In its request for reconsideration, the protester contended that: (1) VA failed to inform it of the timeliness requirements; and (2) as a small business, it should not be subject to protest timeliness rules. GAO held that the: (1) protest was not of sufficient interest to the procurement community to qualify as a significant issue; (2) protester's lack of knowledge of the filing requirements was not a basis for waiving them. Accordingly, the dismissal was affirmed.
