The General Services Administration and the Drug Enforcement Administration requested a decision regarding whether federal agencies could use appropriated funds to pay transit subsidies to employees participating in state and local programs encouraging the use of public transportation. GAO held that federal legislation authorized agencies to use appropriated funds for such programs, including those involving the sale of discounted transit passes. Accordingly, the use of appropriated funds was allowed.
