Highlights

A firm protested the Army's cancellation of a solicitation for construction, contending that the Army: (1) lacked a compelling reason to cancel the solicitation after bid opening; and (2) should have awarded it the contract as the low, responsive bidder. GAO held that the Army properly cancelled the solicitation, which did not adequately reflect its minimum needs. Accordingly, the protest was denied.
