[Protest of RTC Contract Award]

A firm protested a Resolution Trust Corporation (RTC) contract award. GAO held that it lacked jurisdiction over the procurement, since RTC was a mixed-ownership corporation and not a federal agency under its bid protest jurisdiction. Accordingly, the protest was dismissed.
