A firm and the Defense Supply Service (DSS) requested reconsideration of a sustained protest against a DSS contract award for automated data processing support services. GAO had held that DSS unreasonably upwardly adjusted the low bid. In its request for reconsideration, the protesters contended that: (1) GAO improperly considered Defense Contract Audit Agency post-award statements, since this information was not available to DSS at the time of the award; and (2) the readjusted low bid was not technically equal to the instant protester's bid. GAO held that the protesters: (1) untimely presented arguments they could have raised during the initial protest; and (2) failed to demonstrate errors of fact or law that warranted modification of its original decision. Accordingly, the requests for reconsideration were denied.
