[Protests of Army Rejections of Bids]

A firm protested the Army's refusal to award it certain contracts, contending that the refusal constituted de facto debarment. GAO held that since the Army had initiated debarment proceedings against the protester, the firm was not sufficiently interested to maintain a protest. Accordingly, the protest was dismissed.
