A firm protested the Army's rejection of its bid as technically unacceptable for a power saw, contending that the Army's failure to answer its questions precluded it from submitting a best and final offer. GAO held that the Army properly rejected the protester's bid, since its product did not conform to the specifications. Accordingly, the protest was denied.
