A firm protested the Railroad Retirement Board's (RRB) rejection of its bid as nonresponsive for messenger services, contending that its intention to be bound by its offer was sufficiently apparent, since its bid included two solicitation amendments signed by its president. GAO held that RRB properly did not waive the protester's failure to sign its bid, since the accompanying signed amendments did not clearly identify the bidder or its intent to be bound. Accordingly, the protest was denied.
