Highlights

A firm protested an Army contract award for operations and maintenance services, contending that the Army: (1) did not evaluate proposals in accordance with the specified evaluation criteria; and (2) was biased against the protester. GAO held that: (1) the Army properly downgraded the protester's management proposal for failing to adequately address quality control and safety features; and (2) a second evaluation board found the awardee's proposal to be technically superior to the protester's. Accordingly, the protest was denied.
