A transferred Navy employee requested a waiver of indebtedness for dual salary payments he received from his former and current employing agencies, contending that he thought that one of the payments was severance pay, since the leave and earnings statements' entries were similar to those for severance payments. GAO held that the claimant should have suspected that the continued receipt of salary payments was erroneous, and should have acted to correct it. Accordingly, waiver was denied.
