The Internal Revenue Service (IRS) requested a decision regarding whether it should reimburse a transferred employee for legal fees he incurred prior to accepting a relocation company's services. GAO held that it could not determine whether the relocation company performed the same services the claimant had previously paid for, since the record did not include an itemized list of the relocation company's services. Accordingly, the claim was remanded to IRS.
