[Claim for Survivors Benefit Annuity]

A former spouse of deceased Air Force retiree claimed for the judicially awarded portion of his survivors benefits annuity as determined in their divorce decree. GAO held that the; (1) former spouse did not execute a voluntary written agreement for such coverage; and (2) the state court order had no bearing on the case, since it lacked the authority to order such coverage. Accordingly, the claim was denied.
