The National Trust for Historic Preservation (NTHP) requested reconsideration of a decision regarding propriety of a General Services Administration (GSA) bill for Federal Telecommunications System (FTS) usage and termination costs. GAO had held that GSA resonably assessed: (1) NTHP for FTS usage one quarter in advance based upon a statistical sampling of usage data; and (2) termination costs based upon a formula derived from a previous FTS withdrawal. In its request for reconsideration, NTHP contended that: (1) GSA should have examined actual use to ensure that estimated costs approximated actual costs; and (2) the formula GSA used to approximate termination costs was unreasonable and application. GAO held that NTHP failed to show any legal or factual errors that would warrant reversal or modification of the original decision. Accordingly, the original decision was affirmed.
