[Protest of GPO Rejection of Bid as Nonresponsive]

A firm protested the Government Printing Office's (GPO) rejection of its bid and award of a contract for pamphlets, contending that its failure to submit a procurement integrity certificate was an informality that could have been cured after bid opening. GAO held that GPO reasonably interpreted the matter as one of responsiveness and rejected the protester's bid as nonresponsive for failure to include the certificate. Accordingly, the protest was denied.
