A Navy activity requested a decision regarding whether it should pay for a newspaper advertisement it published without the appropriate authorization. GAO held that the Navy activity could pay for the advertisement, since: (1) it greatly benefited from the advertisement; (2) the cost was reasonable; and (3) it took steps to prevent a recurrence. Accordingly, payment was allowable.
