[Comments on Proposed Elimination of Treasury Certifying Officers From Process of Certifying Judgment Fund Payments]

GAO reviewed the proposed elimination of Treasury certifying officers from the Judgment Fund payment process. GAO concluded that Treasury: (1) had no independent authority to certify judgment payments; and (2) certifications offered no added value to the disbursement process.
