A firm protested an Air Force contract award for radios, contending that the: (1) Air Force improperly decided to reopen competition; and (2) awardee's bid was unbalanced. GAO held that: (1) the Air Force properly reopened competition to correct an ambiguity in the evaluation criteria and requested a second round of best and final offers after it identified additional requirements; (2) there was no evidence that the Air Force improperly disclosed the protester's bid price; and (3) there was no evidence that the awardee enhanced prices for any quantities offered or that award would not result in the lowest cost to the government. Accordingly, the protest was denied.
