Two firms protested an Army contract award for a study on commercial practices, contending that the Army: (1) improperly evaluated their proposals; and (2) failed to provide debriefings on proposal deficiencies. GAO held that the Army reasonably: (1) evaluated the proposals; and (2) met debriefing requirements. Accordingly, the protests were denied.
