A former Navy member requested reconsideration of his request for waiver of an indebtedness for overpayments resulting from uncollected advance payments, contending that Navy offset the debt against amounts owed him, since he only received travel pay at his separation. GAO held that the claimant was not entitled to a waiver of indebtedness, since: (1) the payments were not erroneous payments for the purposes of waiver under the regulations; (2) resumption of regular payments prior to liquidation of the advance did not change the regular payments or the advance into erroneous payments; and (3) the member received travel pay at his discharge, since they were not subject to offset. Accordingly, the waiver was denied.
