A firm requested review of the General Services Administration's (GSA) denial of its charges for freight transportation, contending that GSA should have allowed additional charges based on exclusive use of its vehicle. GSA contended that military regulations precluded assessment of exclusive-use premiums. GAO held that the carrier could not assess exclusive-use charges when it applied other additional charges. Accordingly, the GSA action was sustained.
