A carrier claimed reimbursement for the Air Force's offsetting collection for damages to a member's household goods, contending that the Air Force refused to help it exercise its rights to inspect the damaged goods after the member allegedly refused to allow such inspection. GAO held that the carrier failed to vigorously pursue its inspection rights, since the: (1) member claimed that he merely advised the carrier of his claim's status and did not refuse to allow the carrier to inspect the goods; and (2) carrier did not timely request the Air Force's assistance in exercising its inspection rights. Accordingly, the claim was denied.
