[Appeal of Claims Group's Denial of Former Navy Member's Request for Waiver of Debt]

A former Navy member appealed the denial of his request for waiver of a debt he incurred as a result of an overpayment for unused leave, contending that, although he questioned the amount included in his final payment, the disbursing officer told him that the amount was correct. GAO held that the claimant was entitled to waiver, since the debt arose from an administrative error and was not the result of fraud or misrepresentation or lack of good faith on the claimant's part. Accordingly, waiver was granted.
