A Navy officer applied for waiver of indebtedness pursuant to overpayments of overseas housing allowances he received, contending that he questioned the accuracy of his pay, which continued to include overseas housing allowances, after his overseas assignment ended. GAO held that the claimant should have: (1) known that the overpayments represented the allowances to which he was no longer entitled; and (2) set the overpayments aside for eventual reimbursement to the government. Accordingly, waiver was denied.
