[Protest of Navy Contract Award for Phosphorescent Paint Kits]

A firm protested a Navy contract award for phosphorescent paint kits, contending that the: (1) awardee and the next low bidder could not supply the product at the unreasonably low prices they bid; and (2) solicitation's evaluation criteria were ambiguous. GAO held that the protester: (1) was not sufficiently interested to challenge the award, since its failure to support its allegations regarding the next low bidder precluded it from being in line for award even if its protest against the awardee were sustained; and (2) untimely filed after bid opening its protest alleging solicitation deficiencies. Accordingly, the protest was dismissed.
