[Request for Reconsideration of Claims Group's Denial of Retired Navy Officer's Request for Debt Waiver]

A retired Navy officer requested waiver of an overpayment he received after his retirement. GAO held that the claimant was partially at fault, since he should have known that the payment was erroneous, and failed to bring the matter to the attention of Navy officials.
