[Decision Concerning Waiver of BPA Employee's Indebtedness for Erroneous Travel Advance]

The Bonneville Power Administration (BPA) forwarded a transferred employee's claim for indebtedness waiver for erroneous travel advances he received. BPA advised that the claimant's commuting distance from his former residence to his new duty station did not exceed the minimum distance established for authorizing temporary quarters subsistence expenses. GAO held that the claimant relied in good faith on the erroneous authorization in spending the advance on actual temporary quarters subsistence expenses. Accordingly, waiver was granted.
