The U.S. International Trade Commission (ITC) requested reconsideration of GAO corrective action recommendations under a sustained protest against an ITC solicitation for computer training services. GAO had recommended that ITC resolve specification conflicts and ambiguities and reissue the solicitation. ITC advised that: (1) its reassessment of its training needs revealed a diminished demand for training services, which it could procure under a small disadvantaged business set-aside. GAO held that the protester under the original solicitation did not protest the ITC reprocurement proposal. Accordingly, the proposal to change the solicitation was approved.
