A firm protested the Army's actions under a solicitation for a professional administration support system, contending that the Army: (1) failed to provide it adequate opportunity or time to revise its bid; (2) did not sufficiently explain its bid's deficiencies; and (3) did not comply with the General Services Administration's Board of Contract Appeals (GSBCA) ruling that it clarify evaluation factors and properly conduct the procurement. GAO would not review the protest, since it concerned a procurement upon which GSBCA had ruled. Accordingly, the protest was dismissed.
