A Department of the Interior employee claimed that Interior should restore his annual leave balance with unused sick leave for the time he spent as a standby donor for his sick child. The claimant contended that Interior used erroneous information to deny his claim for restoration of annual leave. GAO held that Interior properly: (1) granted sick leave for those days when the employee donated blood or was recuperating from a medical procedure; and (2) denied sick leave during the time the claimant was on a standby basis. Accordingly, the claim was denied.
