A former Navy member: (1) appealed the denial of his request for waiver of a debt he incurred as a result of an error in the computation of his used annual leave for his military separation payment; and (2) questioned whether the Navy should assess interest or penalties on the amount he owed. GAO held that: (1) the claimant's failure to notice the error and initiate corrective actions precluded waiver of the indebtedness; and (2) interest did not accrue pending the outcome of the waiver request. Accordingly, the waiver request was denied.
