[Army Employee's Request for Waiver of Indebtedness for Erroneous Travel Advance]

An Army employee requested an indebtedness waiver for an erroneous travel advance. GAO held that the: (1) Army issued the travel advance to cover erroneously authorized expenses; and (2) claimant spent the advance in good faith. Accordingly, the waiver was granted.
