A retired Navy officer appealed the denial of his request for a waiver of a salary overpayment which he received at retirement, contending that he was not responsible for the overpayment, since he was unaware that it had taken place. GAO held that the claimant was at fault, since he should have known that the excessively large payment was erroneous, but failed to question it. Accordingly, the request was denied.
