The Army requested a decision concerning an Army officer's entitlement to reimbursement for travel costs for his dependent daughter. GAO held that the claimant was entitled to reimbursement for the travel costs, since the: (1) travel was incident to the claimant's transfer; and (2) claimant had legal custody of the dependent. Accordingly, the claim was allowed.
