A transferred Defense Logistics Agency (DLA) employee claimed reimbursement for relocation expenses, contending that DLA: (1) reimbursed two other employees involved in lateral reassignments; and (2) improperly denied his claim, since he did not initiate the transfer, which was in the government's best interests. GAO held that the claimant failed to provide evidence that DLA acted arbitrarily, capriciously, or erroneously in determining that his transfer was primarily for his convenience and benefit. Accordingly, the claim was denied.
