[Air Force Member's Appeal of Denial of Indebtedness Waiver]

A former enlisted Air Force member appealed the denial of his request for waiver of an overpayment he received upon his voluntary early discharge, contending that he was unaware that he owed a portion of his reenlistment bonus. GAO held that the member was partially at fault, since he should have: (1) known that he was not entitled to receive payment for the unearned bonus; and (2) set aside the amount until a definitive determination was made. Accordingly, the waiver was denied.
