This responds to your letter of July 22, 1987, requesting our comments on Federal Acquisition Circular (FAC) 84-28. The Circular amends various sections of the Federal Acquisition Regulation (FAR) to implement statutory changes made by the Defense Acquisition Improvement Act of 1986, Pub.L. Nos. 99-500 and 99-661, concerning (1) the thresholds for requirements relating to small purchases, (2) the use of other than competitive procedures, (3) evaluation factors, and (4) unit prices. The Circular also incorporates revised small business size standards previously issued by the Small Business Administration.

We believe that FAC 84-28 properly implements the statutory changes.
