Scope, Inc.-- Reconsideration:

Scope, Inc., has requested reconsideration of our dismissal of the company's protest concerning request for proposals (RFP) No. N60921-87 R- A326, issued by the Naval Surface Weapons Center, Dahlgren, Virginia.

We dismissed the protest because we did not receive the protester's comments on the Navy's protest report within the time specified under 4 C.F.R. Sec. 21.3(e)(1987).

In its request for reconsideration, Scope asserts that it "physically delivered" its comments, dated August 13, 1987, to "GAO offices on G Street" on that day, which was the deadline for receipt of comments under our regulations. Our time/date stamp, however, shows that the letter was not received at our Office until August 24, 1987, admittedly well beyond the allowable time for receipt. We have advised the protester of the facts as we know them and given it the opportunity to provide any corroborative evidence to establish the accuracy of its allegation. has furnished none.

Consequently, we affirm our prior dismissal.
